Killington Forward Initiative
CURRENT STATUS:
Work is underway for the water transmission line, storage tank, well house and pumping facilities. The areas of work include: East Mountain Rd just east of Highridge condominiums toward Bear Mountain; towards skiers right of Snowshed trail for the water storage tank; and off Route 4 about 300 yards from Turn of River Lodge for the Water Pump House.
Killington Road is now open from Route 4 to Anthony Way, as Markowski Excavating finishes the reconstruction of the road in that section.
All Killington Road businesses are accessible during this time.
What:
Killington Forward is a comprehensive plan to develop:
- Municipal water infrastructure
- Newly designed & rebuilt Killington Road with significant enhancements
- Workforce housing
- Six Peaks Ski Village
Why:
Current and future businesses, properties, and schools along Killington Road need access to safe and reliable water to provide services, retail, and hospitality to residents and visitors alike, most especially Killington Mountain School and the Killington Elementary School. They currently shoulder significant costs to ensure the safety of their water.
Killington Road needs to be reconstructed to address safety concerns and to accommodate multiple modes of transportation. A reconstructed Killington Road will include a multi use path, sidewalks, and bus pullouts, pedestrian crosswalks, intersection improvements, lighting and landscaping improvements and the reconstruction of the lower portion of the roadway to eliminate the unsafe grade.
For a thriving town, Killington relies on a local workforce to support business, services, the school, and resort. The opportunity to build workforce and affordable housing depends on water infrastructure.
Six Peaks Killington, the proposed village, will host 1,500 residences, creating a community centerpiece conveniently located along the road that winds along the resort’s main ski lifts. Its success relies on the development of a water system and the reconstruction of Killington Road that will help improve the operations and safety for all users.
How:
This initiative is being paid for through TIF, ARPA, the State Revolving Fund, a Catalyst Grant, a Community Recovery & Revitalization Program grant, and USDA Rural Development financing. Phase 1 has been approved by voters and is under construction, to be completed by 2026. Future phases will require review and approval by the Selectboard, Vermont Economic Progress Council, and the voters.
Additional federal grants reserved for safe water will also contribute to the overall cost of the project.
When:
- June 30, 2022: Final determination on Killington TIF is approved
- Summer-Fall 2022: Finalize development agreements, advance design for water/road infrastructure, water funding secured
- Fall 2022: Submit first VEPC phased filing
- March 7, 2023: Bond vote for Phase 1 passes
- Fall 2023: Phase 1 groundbreaking
